Directorship
CMS was founded in 2019 by Cameron.
Cameron is experienced in managing, surveying and training technical experts in multicultural business environments within shipping, ports, terminals, logistics, ship building and refit markets.
Cameron trained in 1996 as a DTA (expert asbestos removal specialist) and followed up his expertise with further qualifications as a DIA (expert inventories of asbestos) in the Netherlands. Due to Dutch requirements and legislation this qualification has been updated no less than six times, since 1996 over a period of 20 years. In 2010 Cameron completed the Hazmat course, in Hamburg with GL. Cameron’s passion is clearly connected with ships and the maritime world.
In 2014 Cameron achieved the successful witnessing as a Fully Approved Hazmat Expert and has since added the successful certification of a two other companies prior to commencing with Cameron Maritime Surveys. (CMS).Since 2014, Cameron has had the responsibility for the certification and company approval, according to class classification and the ability to perform IHM surveys for almost all classification societies including: DNV, Bureau Veritas, Rina, Korean Register, Marshall Islands, Lloyds register, ABS and Liberian Register, to name a few.
In order for CMS, to be compliant for helicopter travel to and from the Offshore sector, Cameron completed the required certification qualifications at RelyOn Nutec in Rotterdam, which included:
- Basic Offshore Safety Introduction and Emergency Response Training (NOGEPA 0,5A) including HUET plus Emergency Breathing System
- Basic Offshore Safety Induction & Emergency Training (OPITO), Including HUET plus Emergency Breathing System
- Norwegian Oil and Gas accepted upgrade to the Norwegian Continental Shelf
- Compressed Air Emergency Breathing System (CA-EBS) initial Deployment Training
- 0.5c Compressed Air Emergency Breathing System (CA-EBS) Training

Inventory of hazardous materials
Cameron Maritime Surveys & Environmental Solutions (CMS) is a multi-lingual company. The core activity is the Inventory of hazardous materials (IHM). CMS is able to provide IHM survey for part I, after the shipbuilding and during the operation, of the vessel, as well as Part II and Part III, prior to recycling. In short, CMS is able to provide all the services required, that are necessary for an International Ready for Recycling Certificate (IRRC). This IHM survey often includes the preparation, charting and sampling of hazardous materials used in different applications, and materials on board, for example: Asbestos, PCB’s, PFOS, HBCDD, TBT’s, Cadmium and Cadmium Compounds, Hexavalent Chromium Compounds, PBBs, PBDEs, Polychlorinated Napthalenes, Lead and Lead Compounds, Mercury and Mercury Compounds as well as radioactive substances. This IHM survey is a dynamic document and is continually maintained throughout the life cycle of the vessel. CMS is an approved sub-contractor for SGS. CMS uses the NautilusLog program to prepare, sample and report IHM part I, part II and part III. SGS is the world’s leading, inspection, verification, testing and certification company operating with a network of over 2,400 offices and laboratories around the world.
Asbestos management plans and asbestos awareness presentations
CMS provides onboard asbestos awareness presentations and training to vessel crews, technical and maintenance personnel and ship building yard staff. Asbestos awareness presentations and technical crew training is a vital part of of our asbestos management plan and will include the asbestos containing applications that exist on board of the vessel. This asbestos management plan is an integral part of the QHSE (Quality, Health, Safety and Environment). This guarantees a healthy working and living environment for all aboard. Included with the management plan is a 6 monthly re-inspection of all asbestos containing applications, supplemented with a presentation to all aboard and a technical demonstration to the technical crew. No project is too small.”

We conduct asbestos Solas Surveys for New build and existing vessels, after the building stage or before the start of the scheduled maintenance or refit. We determine whether asbestos is present in applications and systems. We are often able to take samples, have the analysis and report our findings immediately. Should an asbestos survey and removal be required on an existing vessel, before a scheduled maintenance or refit period, we guarantee the vessels owners and maintenance personnel there will be no delay. This avoids down time and unexpected costs.

Be sure to have your IHM report and/or asbestos survey in order, especially after the Covid-19 extension date (30th June 2021).
The European Union has ratified the latest regulations which require all ship owners to have an IHM report on board. Proof of IHM maintenance is also a requirement.
Port state control and harbour authorities will have the jurisdiction to refuse vessels, who are not in possession of an IHM, or an asbestos survey, or an asbestos management plan, from entering European ports during the course of 2020 and onwards. So be certain that you are in possession of your required reports on time.
Make sure that your Certificate of Compliance will satisfy Flag State requirements.
LAWS AND REGULATIONS
All our surveys are completed according to the laws and requirements as stipulated in the maritime sector and by Dutch legislation, therefore in compliance with IMO and International standards:
- In accordance with the Hong Kong Convention for the safe and sound recycling of ships: SR-CONF-45.
- Ito-Ro No 24 ban on the use of asbestos aboard ships.
- All surveys of new builds and existing ships are according to the NSI, (ILT) MSC.1/Circ.1374 and MSC.1/Circ.1379.
- EMSA guidelines on IHM.
- EMSA BPG IHM.
- EU 1257 2013.
- MEPC. 269 (68) adopted 15 may 2015.
- The Process Certificate Asbestos Inventory and Asbestos Removal, as recorded in Attachment X111a and X111b of the regulations.
